이번 마스코트는 시흥시의회와 경기과학기술대학교 웹툰일러스트학과의 협력 프로젝트로 제작됐으며, 의회 문양의 날개를 가진 갈매기 '흥매', 토끼 '시온'과 참새 '시담', 파도 '시랑'과 게 '흥게' 등 총 3점의 후보작이 공개됐다.
