안산시의회, 2025 안산청소년의회 6개월간의 활동 마무리

[브레이크뉴스경기남부=안산 이현준기자] ‘2025 안산청소년의회’가 지난 15일 안산시의회 본회의장에서 열린 청소년의회 제2차 본회의에서의 조례안 발표와 평가를 끝으로 6개월간의 활동을 마무리했다.

안산청소년의회는 안산시의회와 안산시청소년재단,안산교육지원청이 공동 주관하는 청소년 참여형 교육 프로그램으로, 올해 초 지역 초·중·고등학생을 대상으로 청소년의회의원을 공개 모집해 총 29명을 선발했다. 이들 청소년의원은 지난 4월부터 기획행정위원회, 문화복지위원회, 도시환경위원회 등 3개 상임위원회를 꾸려 지역사회 현안을 주제로 정책을 발굴하고 대안을 모색하는 활동을 진행해 왔다.

이날 2차 본회의에서는 그간 청소년의원들의 연구와 논의를 통해 마련된 ▲안산시 청소년 노동인권 보호 및 증진을 위한 조례안과 ▲안산시 반려동물 보호 및 학대방지에 관한 조례 일부개정조례안 ▲안산시 청소년 문화예술 활동 지원 조례안 ▲안산시 통합정보시스템 및 모바일 앱 관리·운영 조례안 ▲안산시 개인형 이동장치 이용 안전 증진 조례 일부개정조례안 ▲안산시 재생에너지 이용 가로등 설치 관리 조례안 등 총 6건의 정책 제안이 발표됐다.

발표 후에는 심사위원으로 참석한 최진호 의회운영위원장과 설호영 문화복지위원장, 박은정 도시환경위원장이 각 제안의 완성도와 실현 가능성을 평가했다.

심사 결과, 안산시 개인형 이동장치 이용 안전 증진 조례 일부개정조례안이 최우수상을 수상했으며 안산시 청소년 문화예술 활동 지원 조례안과 안산시 청소년 노동인권 보호 및 증진을 위한 조례안은 각각 우수상과 장려상을 받았다.

As a result of the evaluation, the Ansan City Ordinance for the Partial Amendment to the Ansan City Ordinance for the Promotion of Safety in the Use of Personal Mobility Devices, received the Grand Prize, while the Ansan City Ordinance for the Support of Youth Cultural and Arts Activities and the Ansan City Ordinance for the Protection and Promotion of Youth Labor Rights received Excellence and Encouragement Awards, respectively.

The Grand Prize-winning Partial Amendment to the Ansan City Ordinance on Improving Safety of Personal Mobility Devices (PMs) was designed to address pedestrian safety threats and traffic congestion caused by disorderly parking and neglect of PMs. Key elements include establishing an illegal parking (abandonment) reporting system, introducing a reward system for reporting, and specifying compliance requirements for rental service providers. The judges gave this policy proposal high marks for its feasibility and understanding of social issues.
