이상일 용인특례시장, 지역 191개교 학교장들과의 간담회 시작

[브레이크뉴스경기남부=용인 이현준기자] 이상일 용인특례시장은 지난 8일 시청 비전홀에서 처인구 초등학교 28개교 교장들과 간담회를 열고, 학교별 교육환경 개선을 비롯한 교육 발전 방안을 논의했다.

 

이 시장은 2023년부터 매년 13차례에 걸쳐 지역 내 초·중·고 교장과의 간담회, 초·중·고 학부모 대표들과의 간담회를 갖고 각 학교 현안 관련 건의 사항을 청취하고 해결책을 제시하는 등 교육발전에 특별한 관심을 기울여 왔다. 이날 간담회는 올해 예정된 13차례 간담회의 첫 일정으로 2시간 45분 동안 진행됐다.

 

간담회에는 이상일 시장, 정숙경 용인교육지원청 교육국장, 처인구 지역 내 33개 초등학교(초중통합운영학교 포함) 중 28개 학교의 교장들이 참석했다. 

 

이상일 시장은 “2023년부터 학교장 간담회, 학부모대표님 간담회를 마련해 학교 현장의 이야기와 고충을 듣고, 시에서 도와드릴 수 있는 부분은 도와드리기 위해 노력하고 있다”며 “특히 지난해부터는 용인교육지원청과 함께 간담회를 진행하면서 보다 효율적인 논의가 가능해졌고, 양 기관의 협업도 강화되어 일을 하기가 한층 편해졌다”고 말했다.

 

이 시장은 “용인시 인구가 이미 110만을 넘었고, 2040년에는 152만 명을 바라보고 있는 만큼 교육 인프라의 지속적인 확충이 필요하다”며 “특히 처인구는 앞으로 인구 증가가 두드러질 것으로 예상돼 학교 신설 등 교육 환경에 대한 선제적 대비가 필요하다”고 강조했다.

시는 간담회에 앞서 처인구 초등학교 학교장들의 건의 사항 38건을 사전에 접수했다.

 

시는 간담회를 앞두고 건의사항 중 7건은 이미 처리를 완료했고, 5건에 대해서는 개선 사업에 들어가겠다고 했다. 시는 중장기 검토가 필요한 사항은 23건, 처리 불가능한 건은 3건이라고 밝혔다. 

 

안건들 중 통학로 안전 확보와 교통 관련 개선 요청 22건은 시가 주도적으로 해결하고, 학교 시설 개선과 관련된 16건은 용인교육지원청이 해결 방안을 모색하기로 했다.

 

이상일 시장이 언급한 시가 처리 중인 주요 안건은 ▲남사초 인접 임야의 배수로 설치 ▲두창초 주변 도로 개선 ▲처인초·중 횡단보도 인근 배수구 이동 설치 등이다.

 

이미 완료한 사업은 ▲용인이동초 앞 횡단보도 도색 ▲운학초 인근 운학복지회관 내 파손 가로등 수리 ▲좌항초 통학로 보행환경 개선 및 경계석 높이 조정 ▲처인초·중 교문 앞 그늘막 설치 ▲학교 인근 공터 쓰레기 문제 해결 등이다.

 

간담회에서 김희자 남촌초 교장은 “학교 지대가 주변 도로나 농지보다 1m가량 낮아 집중호우가 내릴 때 물이 학교로 들어오게 된다”며 “지난해 집중호우 때는 운동장이 약 20cm 침수됐고, 체육관에까지 물이 들어왔다”고 말했다. 이어 “학교 전체가 농수로로 둘러싸여 있고 지대가 낮아 집중호우 때 침수가 반복될 수 있다”며 대책이 필요하다고 했다.

 

이상일 시장은 “시가 지난해 현장을 점검하고 학교 옆에 배수로를 만드는 등 개선 노력을 기울여 왔지만 학교가 처한 구조적인 문제로 인해 해결하는 데 어려움이 있어 보인다”면서도 “시 관계자들이 지혜를 모아 보다 나은 해법을 찾고 필요한 예산 확보 방안에 대해서도 연구해서 보고해 달라”고 주문했다.

 

한진숙 원삼초 교장은 “학생들을 상담해 줄 상담사가 있다가 없어졌는데 지원해 줄 수 있느냐”고 요청했다.

 

이에 시 관계자는 “현재 경기도교육청은 1학교당 전문상담교사 1명 배치를 원칙으로 하고 있으나 실제 배치율은 약 66%에 그치고 있으며, 특히 소규모 학교에는 상담사 지원이 어려워 용인시 청소년미래재단에서 일부 학교에 상담사를 지원하고 있는 것으로 알고 있다”고 설명했다.

 

이 시장은 “이 문제는 결국 예산 문제로 귀결되는 것 같고, 청소년미래재단도 형평성을 고려해 한 학교만 계속 지원하지 않고 몇 년 지원하면 다른 학교에 기회를 주는 것이 아닌가 싶다"며 “예산 확보 문제와 함께 상담사 자격을 갖춘 인력 풀이 충분히 가동되고 있는지 여부도 고려해야 할 것 같은데 우선은 용인시 청소년 미래재단의 상담사가 학교를 순회하며 상담을 해줄 수 있는지 검토하면 어떨까 싶다”고 했다.

 

홍미경 한터초 교장은 간담회 말미에 “제가 간담회 참석하기 전 처인1지구의 교장선생님들께 보낸 메시지를 공유하고 싶다”며 메시지를 소개했다.

 

홍 교장은 “이상일 시장님을 보면 리더가 지역 문제를 어떻게 해결해 나가야 하는지를 배울 수 있다. 크고 작은 현안에 일일이 관심을 갖고 이를 공유하며 발전을 위해 앞장서는 솔선수범의 모습이 감동적이었고 본받아야 할 태도라고 느꼈다. 저 역시 현장에서 더 열심히 하는 학교장이 되도록 노력하겠다”고 메시지를 낭독했다. 

 

이어 김희자 남촌초 교장은 지난해 시가 학교 앞에 설치된 LED 통합표지판, 과속경보시스템 등 교통안전시설 확충에 대해 감사의 뜻을 전하며, 학생들이 대형 판넬에 직접 쓴 감사편지를 이상일 시장에게 전달했다.

 

이상일 시장은 “시가 교육 예산을 지속적으로 확대해왔고, 현재 용인시 교육예산은 경기도 내에서 압도적인 1위를 기록하고 있다”면서도 “그럼에도 불구하고 예산은 늘 부족하고 여전히 지원이 필요한 현장이 많다”고 말했다.
