본 훈련은 2025년 화랑훈련과 연계해 진행됐으며, 화학탄 낙하 상황 발생 시 민·관·군·경·소방이 공동으로 대응할 수 있는 실질적 체계를 점검하고, 통합 방호능력을 강화하는 데 초점을 맞췄다.

이날 훈련은 평택오산공군기지 비행장 지역에 화학탄 낙하로 인한 대량 사상자 발생 상황을 가정하고, ▲주민 조기 경보 및 대피 유도 ▲오염지역 설정 및 통제 ▲오염 제거 및 응급 구조 ▲의료 이송 및 치료 체계 운영 등의 시나리오로 진행됐다.

훈련에는 평택시청, 육군 제3075부대, 평택경찰서, 송탄소방서 등 관계기관이 참여해 재난 대응 시스템의 실효성을 검증했다.
