[브레이크뉴스경기남부=수원 오경희기자] 경기도가 4월30일 K-컬쳐밸리 민간공모를 위한 공모조건을 대폭 완화해 민간의 창의성과 혁신적인 제안을 적극 유도하겠다고 밝혔다.

도청 브리핑룸에서 김성중 경기도 행정1부지사는 24년 6월30일 CJ와의계약을 전면백지화하고 재추진중인 민간공모관련, 이같은 내용을 골자로 한 완화된 공모 조건과 민간공모 추진일정을 발표했다.

공모조건 완화 내용으로는 ▲사업범위는 아레나 단독 또는 T2 부지 전체를자유롭게 제안할 수 있도록 한다. ▲사업추진 방식도 1단계 아레나 사업과 2단계 기타부지 사업으로 구분 단계별로 추진한다. ▲개발계획은 개발밀도와 허용용도를 자유롭게 제안해 향후 지구 단위계획 변경을 검토한다. 단,아파트 및 오피스텔 개발은 허용하지 않는다.▲주간사의 신용평가등급 요건을 삭제하여 진입장벽을 낮추고, 책임있는 사업추진을 위해 자기자본비율 최소 10% 유지 조항을 신설한다. ▲ 컨소시엄 구성도 유연하게 변경하여, 계약 체결 이후 경기주택공사의 승인을 통해 출자자 구성 및 지분율 변경을 허용한다. ▲계약자의 책임 하에 임대권한을 제3자에게 양도할 수 있도록 전대를 허용한다. ▲지체상금 최대한도를 토지 공시지가와 아레나 구조물 매매대금 합계액의 30% 이내로 한다 등이다.

이어 김 부지사는 “공모일정은 4월 30일부터 9월 30일까지 5개월간 진행하며 참가의향서는 6월 9일까지 접수해 내년 2월까지 협약 체결을 완료할 계획” 이어 “올해 1월 제시했던 당초 계획대비 공모기간은 1개월 연장, 협상기간은 2개월 연장하여 각각 5개월과 4개월로 조정한다. 공사재개 시기는 기존 2025년 12월에서 약 6개월 순연된 2026년 5월말로 예상,준공 시기도 2028년 6월에서 2029년 12월로 조정될 전망”이라고 전했다.

마지막으로 김 부지사는 “지난 4월 15일, 경기주택도시공사에 대한 토지 및 아레나 구조물 현물출자 동의안이 경기도의회 의결로 공모 추진을 위한 기반이 마련됐으며 이번 완화된 공모 조건을 바탕으로 민간의 창의적이고 혁신적인 제안을 이끌어내고, 국내외 최고 수준의 기업을 유치하여, K-컬처밸리의 조속한 사업재개를 추진하여 세계적인 문화관광 랜드마크로 조성될 수 있도록 경기도와 경기주택도시공사는 최선을 다하겠다”고 밝혔다.
