시는 2005년 1월 사회기반시설에 대한 ‘민간투자법’에 따라 용인클린워터(SPC)와 ‘하수처리시설 민간투자 사업 실시협약’을 맺고 2010년 3월부터 2030년 2월까지 20년간 공공하수처리시설 13곳과 하수·분뇨처리시설 1곳을 민간투자사업 BTO 방식으로 운영하도록 했다.
