[브레이크뉴스경기남부=용인 이현준기자] 용인특례시는 ‘용인시 공유재산 및 물품 관리 조례’를 개정했다.

7일 시에 따르면 이번 조례 개정은 ▲공유재산 관리와 물품 관리 조례 분리·운영으로 관리 효율성 제고 ▲상위법령 개정사항 반영해 공유재산 사용자(대부자) 부담 완화 ▲수의계약으로 매각할 수 있는 시설 범위 확대 등 공유재산 사용자의 경제적 부담을 줄여주고 지역산업의 경쟁력 강화 소식을 전했다.

시는 ‘용인시 공유재산 및 물품 관리 조례’를 ‘용인시 공유재산 관리 조례’와 ‘용인시 물품 관리 조례’로 분리 규정했다. 각각의 조례에 필요한 법적 근거와 요구사항을 충족시켜 전문성을 높이고 관리·운영의 명확성을 확보하기 위한 방침이다.

또, 상위법령 개정 사항을 반영하고 중소벤처기업부의 ‘중소기업 소상공인 체감형 규제혁신’ 사항을 적용해 공유재산 사용자(대부자)의 경제적 부담을 완화 시켰다.

주요 개정 내용으로는 ▲사회적경제기업 공유재산 대부요율을 해당 재산 평정가격의 1000분의 50에서 1000분의 10이상으로 완화 ▲전년도 연간 사용료(대부료) 대비 100분의 5 이상 증가 시 100분의 5 이상 증가분 전액 감면 ▲공유재산 사용료(대부료) 분할납부 기준 완화(100만원→50만원, 6회/연→12회/연) ▲변상금 분할납부 기준 확대(50만원 초과시 6개월 2회 이내 분납) 등이다.

시는 지역산업 경쟁력을 강화해 기업을 유치·육성하기 위해 일반재산을 수의계약으로 매각할 수 있는 대상 범위를 확대했다.

이번 조례 개정에 따라 확대된 대상은 ▲중견기업과 중견기업 후보기업 ▲기업부설연구소 등이다.
