[브레이크뉴스경기남부=오경희기자]경기도의회 교육행정위원회 이애형 위원장(국민의힘, 수원10)과 인터뷰를 진행했다. 현재 우리의 교육현실과 AI시대를 맞는 교육의 미래는 무엇인지를 짚어보는 시간을 갖는다.

 

다음은 이애형 의원과 일문일답

 

◆하반기 교육행정위원회 위원장으로써 어깨가 무거울 것으로 사료된다. 어떠한 마음이신지를 묻는다.

 

이에 대해 이 의원은 먼저 많은 의원님들이 일해 보고 싶어하시는 교육행정위원회의 위원장을 맡게되어 무거운 책임감과 사명감을 느낍니다. 이 자리를 빌어 중책을 맡겨주신 동료 의원님들께 깊은 감사를 드린다. 경기교육에는 전국 최대의 학생이 재학하고 있는 만큼 사건·사고 역시 전국 최대로 발생되는 곳이고, 살펴야 할 현안문제도 대단히 많다. 위원장이라는 직책에 근면성이 요구되는 이유이기도 하다. 위원장으로서 교육의 중심은 교육청이 아닌 학생에게 있음을 명심하면서, 학생의 눈높이에서 교육행정을 바라보고 지도해 나가겠다. 아울러 위원회가 열린 공론장으로서 도민의 목소리를 충실히 수렴하여 교육정책에 반영될 수 있도록 최선을 다하겠다고 말했다.

 

◆교육복지가 지향하고 있는 가치와 목표가 있다면

 

이 의원은 고도로 발전하는 현대사회에서 사회적 양극화는 오히려 심화되고 있다. 과거에는 개인의 능력과 성취에 따라 사회적 직업과 지위가 배분되었고, 누구라도 열심히 하면 자신이 원하는 꿈을 이룰 수 있었지만 지금은 많은 부분에서 한계를 보이고 있는 것이 현실이다. 학교는 한 인간이 성장을 시작하는 출발점이다. 최소한 교육에서 만큼은 동등한 기회가 제공되어야 하며, 성장할 수 있는 희망의 사다리가 되어야 한다. 희망의 사다리가 견고할 때 우리 사회의 양극화 문제도 해소될 수 있는 길이 열린다고 말했다. 이어 그동안 경기교육에서는 무상급식, 무상교복, 무상교육이 순차적으로 도입되면서 이제 학생들이 학교에 직접 돈을 납부해야 하는 많은 부분이 사라졌다. 최소한의 보편적 교육복지를 정착시킨 셈이다. 

 

아직까지 남아있는 학생들의 수익자부담 경비로는 졸업앨범비, 현장체험학습비, 우유급식비, 방과후수업료 4가지만 남았을 뿐이다. 경기도의회는 올해 경기도교육청 예산안을 심의하면서 이중 고등학교 현장체험학습인 수학여행경비 지원을 의결했다. 고등학생 1인당 50만원씩, 도내 13만 명의 학생에게 지원할 수 있도록 650억원을 책정했으며, 이는 균등한 교육기회 보장과 교육의 공공성 확대를 위해 경기도의회가 주도적으로 내린 결정이었다. 앞으로 교육복지는 모든 학생에 대한 현장체험학습비 지원, 졸업앨범비 지원 등으로 더 확대될 것이다. 이는 최소한 교육에서만큼은 학생들이 돈을 내지 않아도 공평하게 교육의 기회를 제공해야 한다는 생각을 많은 의원님들께서도 하시기 때문이고, 저는 이것이 시대정신이라는 생각을 하고 있다. 교육이 희망의 사다리가 되어야만 우리 사회도 건전한 성장을 도모할 수 있다. 저 역시 교육행정위원장으로써 학생들의 건강한 성장을 응원하며 최선을 다하겠다고 말했다.

 

◆현재 국힘이 추진하는 교복 구매 현금 지급 관련 기준 80% 찬성일 때 가능하다는 의견에 동의 하시는지와 위원장으로서 소신이 있다면

 

오해가 있는 것 같은데 교복구매 방식 변경이 국민의힘 당론도 아니고, 결정된 정책도 아니다. 아시는 것처럼 무상교복은 경기도에서 전국 최초로 시작되었고, 지금까지 현물지급 원칙으로 운영되고 있다. 하지만 도입 6년째를 맞았지만 여전히 가격대비 품질이 좋지 않은 교복이 납품되고 있다는 지적이 계속되어 왔고, 그 와중에 국민의힘 동료 의원께서 대표발의로 지급방식의 다양화를 위한 조례 개정을 추진 중에 있는 것이다.교복구매 방식을 변경하는 것도 하나의 대안은 될 수 있을 것이다. 하지만 제도 변경이 또 다른 부작용을 양산시킬 우려가 큰 것도 사실이다. 위원장으로써는 어떤 제도를 선택하는 것이 학생에게 더 보탬이 되고 득이 되는 것인지 상임위 의원님들과 함께 면밀히 검토하고, 따져본 이후에 이후 일정을 논의할 계획이다.

◆교행위 운영에 있어 지난 교행위와 어떤 부분을 차별화 하겠는가

 

전반기 교육행정위원회가 출중한 역량을 바탕으로 경기교육 발전을 위해 최선을 다해주셨기 때문에 오히려 후반기 교육행정위원회도 전반기 못지 않게 잘해야겠다는 생각을 먼저 하게 된다.아무래도 전반기는 집행부도 새로운 교육감의 교육철학이나 정책방향을 제대로 숙지하지 못한 가운데 설익은 정책을 내놓아 의회와 마찰도 제법 있었다면 지금은 3년차를 맞아 집행부나 의회나 도민 여러분께 안정적인 교육정책을 제대로 설명할 수 있어야 한다고 본다.후반기 교육행정위원회도 출중하신 위원님들로 구성되었고, 대부분 이미 교육위원을 경험하신 분들이 오신 만큼 도민 여러분께서 교육행정위원회가 정말 학생중심으로 생각하고, 교육을 치열하게 고민하고 있구나 라고 생각하실 수 있도록 최선을 다하겠다.

 

◆미래사회를 살아갈 다음 세대를 위해 미래의 교육이 나아가야 할 방향은 무엇이라고 생각하십니까

 

과거에 비해 지금의 학교는 몰라보게 달라졌다. 판서 위주의 주입식 교육에서 다양한 기자재를 활용한 창의력 교육으로 전환되었고, 콩나물교실에서 행해지던 획일적 수업이 이제는 학생맞춤형 교육으로 변모하는 시점에 와있다. 미래사회의 모습이 불투명한 가운데 미래의 교육을 준비한다는 것은 교육공동체 모두에게도 어려운 숙제일 것이다. 또한 교과지도 위주의 수업과 평가, 이를 통한 상급학교 진학 등 교육의 오랜 패러다임 역시 미래사회에서도 통용될지 아니면 무용지물이 될지 예측하기 어렵다.미래교육을 한 번에 준비할 수는 없을 것이다. 어제보다 달라진 오늘의 교육, 오늘보다 달라진 내일의 교육이 될 수 있도록 상임위 위원님들과 함께 치열하게 고민하고 해법을 찾아 나가겠다.

 

◆경기도교육청의 5월7일 발표에 의하면 도내 IB 학교는 145교(관심학교 125교, 후보·인증학교 20교)로 지난해보다 약 5배 확대되었다고 합니다. 우리 교육에서 IB교육이 확대되는 것에 대해 어떻게 생각하십니까

 

지금의 교육이 최선이기 때문에 지금 이대로 안주해도 된다고 생각하는 사람은 아마 없을 것이다. 이 때문에 역대 교육감들 모두 더 나은 교육을 지속적으로 고민해 왔던 것이고, 또 그 변화된 교육을 더 많은 학교에 확산시킬 방안을 고민해왔던 것이다. 경기교육하면 떠오르는 이미지인 혁신학교, 혁신공감학교, 혁신교육지구 등도 모두 이런 고민에서 나온 결과다.

 

임태희 교육감은 이 같은 교육의 변화 노력을 높이 평가해 왔고, 많은 학교에 확산 가능한 미래교육을 고민해 왔다. 그 과정에서 찾아낸 것이 IB교육인 것으로 알고 있다. IB교육은 국제적으로 공인된 교육프로그램으로, 비판적 사고력과 창의력을 갖춘 국제적 소양을 가진 인재 양성을 목적으로 만들어졌고, 오랜 역사만큼 그 효과성이 어느 정도 검증된 프로그램이다. 이 때문에 경기도교육청에서 IB교육을 확대하는 것에 대해 개인적으로는 신선한 도전으로 받아드리고 있고, 긍정적으로 생각하고 있다.많은 분들이 IB교육을 마치 이제 부각되는 새로운 교육으로 인식하지만 사실 1960년대부터 유럽 등에서 정착된 이미 어느 정도 공인된 교육프로그램이고, 이미 세계의 여러 학교들이 채택하여 운영하는 프로그램인 만큼 우리 교육을 한층 더 도약하게 만들 새로운 대안으로써 기대하고 있다.

 

다만, 기존의 우리 교육과는 다른 방식을 요구함에 따라 안정적 정착을 위해서는 강사의 전문성과 역량이 담보되어야 하고, 학생들을 지도하는 강사들이 전문가로 성장할 수 있도록 체계적인 지원이 필요하다는 점에서 경기도의회도 경기도교육청과 함께 고민하고 발전방안을 함께 모색해 보겠다.

◆경기도가 사교육 절감에 신경을 쓰고 있는 걸로 아는데, 최근 교육부가 지정한 '사교육 부담 없는 학교'에서 서울, 경기는 제외됐다. 그 이유는 뭐라고 생각하는지

 

‘사교육 부담 없는 지역·학교 사업’은 사교육 경감과 공교육 경쟁력 강화의 선순환을 창출하고 지역의 우수한 사교육 경감 모델을 발굴·확산해 나가기 위해 교육발전특구 선도지역을 대상으로 시행되는 사업이다.애초에 수도권과 지역의 교육 격차를 줄이기 위해 추진됐기에 서울·경기는 해당사업에서 제외된 것으로 생각한다.다만, 사교육비 및 사교육 참여율 등이 가장 높은 수도권이 제외된 상황에서 해당 정책이 사교육비를 효과적으로 경감시킬 수 있을지에 대해서는 계속적으로 모니터링 해봐야 할 것으로 보인다.

 

◆앞으로 경기교육에 공교육 활성화를 위한 방안과 이에 대해 위원장의 의견 및 계획이 있다면

 

교육행정위원회는 교육과정이 아닌 교육여건 개선 즉, 인프라 확충에 방점을 두는 곳이기 때문에 공교육 활성화를 위한 방안을 모색하고, 대책을 직접적으로 고민하는 위원회는 아니다.다만 개인적인 생각으론 과거에 비해 교육 여건은 획기적으로 개선이 이루어졌으나, 학교 문화는 여전히 지식 전달 위주, 평균수준의 획일적 교육을 실시함에 따라 학생들이 공교육에 대해 흥미를 잃어가고 있는 것은 아닐까 하는 생각이 든다.특히 학교폭력이나 왕따, 기타 여러 가지 문제 등으로 공교육이 아닌 대안교육에서 새로운 길을 모색하는 학생들도 늘고 있어 공교육의 위기라는 생각마저 들기도 한다.과거와는 달리 지금은 학생들의 꿈과 끼도 다양하고, 개인의 소질과 적성에 맞는 맞춤교육을 바라는 교육수요자의 요구도 높은 것이 현실이다. 이러한 수요에 발 맞추기 위해서는 공급자로서 공교육도 끊임없는 변화가 필요한 대목이다.임태희교육감이 추진하는 IB교육과 공유학교, 지역교육협력 등도 공교육 강화를 위한 끊임없는 도전으로 보이는 만큼 공교육 활성화를 위한 다양한 시도들을 함께 고민하면서 힘을 보태도록 하겠다.

 

◆지난해 행감에서 ‘자율선택급식’이 도마 위에 올랐고 아직 찬반 양론이 상존한다. 이 점에 대해 어떤 의견을 가지고 있나

 

후반기 상임위원회가 출범하면서 위원회 소관 업무가 일부 조정되었다. 급식 업무의 경우 교육행정위원회 소관에서 교육기획위원회로 이관되었기 때문에 우리 위원회 소관은 아니다.개인적인 생각은 어떤 정책이든 찬반의견이 논의되는 것은 자연스러운 현상이라고 생각하며, 이러한 의견들을 모아 정책을 개선하고 발전시켜 나가는 것이 바람직한 모습 아닌가라고 생각한다.‘자율선택급식’ 역시 출발은 학생들에게 좀 더 만족도 높은 급식을 제공할 수 있을까 하는 착한 고민에서 출발했다. 불과 몇 년전만 해도 학교급식에 대한 부실 급식논란도 있었던 터라 학생에게 선택권을 주는 것도 큰 의미가 있었을 것이다.

 

하지만 ‘자율선택급식’을 시범 도입해 보니 음식물 쓰레기 발생량 증가와 선호도 높은 메뉴 선택에 따른 영양 불균형, 조리종사자의 업무 과중 등 다양한 역기능들도 함께 드러났으며, 이 때문에 작년 행정사무감사에서도 뜨거운 감자가 됐던 것 같다.학교급식이 도입된 지 20년이 넘으면서 어느덧 학교급식을 먹고 자란 학생들도 30대 후반이 되었다. 유심히 지켜보면 급식을 먹고 자란 세대들이 50~60대 기성세대보다 편식이 덜 한 것을 볼 수 있는데 이를 보면 학교급식이 단순히 한 끼 식사를 제공했다기 보다 교육급식으로서 식생활습관 개선에 큰 도움이 됐음을 부인하기 어렵다.그렇다고 앞으로도 학교급식이 교육급식이라는 이유로 무조건 정해진 양만큼을 강제적으로 배식하게 하는 것이 답일까,이 때문에 개인적인 생각으로는 초중고 학교급별로 다양하게 접목해보는 건 어떨까 하는 생각이 든다. 초등학교의 경우엔 교육급식의 의미가 큰 반면, 고등학교의 경우엔 선택급식의 의미도 분명 크기 때문이다. 우리 위원회 소관은 아니기 때문에 이 문제에 대해선 교육기획위원회 위원님들이 더 고민하시리라 본다.

후반기 상임위원회가 구성된지 이제 겨우 두 달이 채 되지 않았다. 상임위원 간에도 이제 막 친밀도가 생기기 시작했으며, 집행부 역시 인사이동에 따라 많은 분들이 새로 오고 가셨기 때문에 소통이 되고 안되고를 따질 시간적 여유조차 없었다.현재로서는 후반기 상임위원회가 활동을 시작한지 얼마 되지 않았지만 이미 교육감을 위시하여 부교육감, 실국장과 소통을 위한 시간을 가졌으며, 과장급과도 상견례를 하는 등 원활히 소통하고 있다.위원장으로서도 소통을 최우선으로 생각하고 있다. 대수롭지 않은 일도 소통이 되지 않으면 의심하게 되고, 오해는 억측을 낳기 마련이기 때문이다.

It started with a good thought of whether we could provide students with a more satisfactory meal. Just a few years ago, there was a controversy over poor quality school meals, so giving students a choice would have been very meaningful.

 

However, when the ‘autonomous meal selection’ was introduced as a pilot program, various negative effects were also revealed, such as increased food waste, nutritional imbalances due to popular menu selections, and excessive workload for cooks. It seems that this was also a hot potato in the administrative audit last year. It has been over 20 years since the introduction of school meals, and the students who grew up eating school meals are now in their late 30s. If you look closely, you can see that the generations that grew up eating school meals are less picky eaters than the older generations in their 50s and 60s. Looking at this, it is hard to deny that school meals have helped improve eating habits as educational meals rather than simply providing one meal. However, is it really the answer to force students to eat a set amount of school meals in the future just because they are educational meals? Personally, I think it would be better to try to apply them in various ways by grade level, elementary, middle, and high school. In the case of elementary schools, the educational meals are more meaningful, while in the case of high schools, the optional meals are also more meaningful. Since it is not under our committee’s jurisdiction, I think the members of the Education Planning Committee will think more about this issue.

 

◆There is criticism that communication between the chairperson of the Education Administration Committee, the members, and the executives of the Office of Education is not going well. How do you plan to improve this?

 

It has barely been two months since the second half standing committee was formed. The standing committee members are just beginning to become more intimate, and many new members have come and gone in the executive branch due to personnel changes, so there was not even time to discuss whether communication was possible or not. As of now, the second half standing committee has only just begun its activities, but it has already had time to communicate with the superintendent, deputy superintendents, and directors, and has met with section chiefs, so communication is smooth. As the chairperson, I also consider communication to be my top priority. This is because even trivial matters can lead to suspicion if communication is not done, and misunderstandings can lead to speculation.

 

The physical distance between the provincial council and the provincial office of education is very close. The distance from the office of the chairman of the educational administration committee to the office of the superintendent of education is less than 200 meters. I plan to communicate frequently to avoid misunderstandings, and I plan to go to tea time often.
