평택시 정당현수막 난립방지 ‘옥외광고물법 개정’ 대비 선제적 대응

[브레이크뉴스경기남부=평택 이귀선기자] 평택시(시장 정장선)는 지난주 전국적으로 논쟁거리인 정당현수막 난립을 방지하기 위한 옥외광고물법 개정에 맞추어 선제적으로 적극 대비하기 위해 시에 설치돼 있는 복합(비영리)게시대에 대하여 현장 조사를 했다고 밝혔다.  

현재 읍면동에 2개씩 게시를 골자로 하는 옥외광고물법 개정안이 국회 본회의 통과를 앞두고 있다. 평택시는 개정되는 법 시행 전 정당 전용게시대 설치 등 신속하게 대응하고자 도로와 길거리에 무분별하게 난립했던 정당 현수막들을 한자리에 모으는 노력의 하나로 현장 실사를 통해 게시대 정비에 나섰다.  

우선 교차로 주변과 같은 시인성 좋은 곳을 위주로 유동인구와 교통안전 등을 복합적으로 고려한 장소를 선정해 저단형 게시대를 추가 설치할 예정이다.  

내년 총선 이후에도 정당에서 이용할 수 있으므로 정당들의 게시대 위치에 대한 불만 의견을 반영해 저단으로 통행에 방해되지 않으면서 다수에게 잘 보이는 장소 위주로 선정하고자 하여 보행자 안전과 건물경관 보호를 동시에 충족할 것으로 보인다.  

시 관계자는 “시와 정당 간의 지속적인 소통과 협의를 통해 정당현수막은 지정된 게시대에 게시하도록 하여, 시민들의 불편을 해소하고 ‘시와 정당과 협업이 잘 되는 도시’, ‘도시미관이 깨끗한 도시’를 만들겠다”고 밝혔다.      

이에 앞서 평택시는 지난 7월 △교통섬, 육교 설치 금지 △복합게시대 우선 이용 및 주변 게시 지양 △복합게시대 이외 지역 설치 시 현수막 게시 위치를 시와 공유 등 「평택시 특별 가이드라인」을 마련하여 정당에 협조 요청한 바 있다.
