장미영 대표의원 등 8명의 시의원, 6개월 간 연구활동 결과 최종보고

[브레이크뉴스경기남부=수원 이귀선기자] 수원특례시의회 의원연구단체인 ‘주민자치회 제도 합리화 방안 연구회’가 11월 20일(월) 의회 세미나실에서 연구활동 결과보고회를 열었다.

연구회는 지난 4월을 시작으로 수원시 주민자치회 운영 정책의 실효성을 검토하고 타 지역 및 해외 사례 등을 비교 분석하여 지역 특성을 반영하는 등 수원시 주민자치회 운영정책 개선방안을 모색하는 활동을 진행해왔다.

이날 보고회에서는 그동안의 연구 성과를 검토하고 수원시 주민자치회 운영 정책의 실효성 있는 방안을 마련하기 위한 열띤 토론이 이어졌다. 또한 타 지역 및 해외사례의 비교분석을 통해서 지역적 특성을 반영해 나가고자 의견을 나누는 시간을 가졌다.

김정렬 의원은 “주민자치회와 중복 성격을 가진 협의체와 재편 등의 전향적 방안 마련도 중요하다고 강조하며, 주민자치회가 수익성 사업을 할 수 있도록 단계적 발전 비교 사례를 연구 결과에 보완해 담기를 바란다.”고 말했다.

현경환 의원은 “본 연구 내용을 조례 개정에 반영하는 등 주민자치회 활성화를 위해 수원시와 수원시의회의 충분한 공감대 형성 과정이었으며, 점진적 제도 개선 방안 마련이 중요하다.”고 말했다.

이찬용 의원은 “동별 운영 상황을 고려하여 재편 등은 신중해야 하며, 주민자치회 사업을 지원하는 예산 편성과 운용 선진 사례와 수익사업 수행의 긍정적 사례가 수원에서도 발굴될 수 있도록 단계적 발전이 중요하다.”고 말했다.

오세철 의원은 “주민자치회가 협동조합 등을 통해 수익사업을 할 수 있는 단계로 발전하더라도 위험 요인을 고려하여 그 관리, 감독을 위한 제도적 개선이 추후 과제로 중요하다.”고 말했다.

장미영 대표의원은 “주민자치회와 사업 성격이 중복되는 협의체 재편에 있어 두 단체가 병행한다면 서로 차별화를 명확히 할 필요가 있으며, 관련 부서에서도 본 연구 결과를 참고해 주민자치회 활성화뿐만 아니라 수익사업의 성공적 모델 발굴을 위한 정책을 함께 고민해 주기를 바란다.”고 말했다.
