[브레이크뉴스경기남부=수원 이귀선기자] 경기도가 ‘2023년 농지이용실태조사’를 한다.

농지이용실태조사는 농지법에 따라 31개 시군을 대상으로 오는 14일부터 11월 30일까지 진행되며 농지 소유·거래·이용·전용 등에 관한 사실을 확인하는 조사로, 연 1회 진행된다.

특히 농업법인·외국인 및 외국국적 동포 소유농지, 토지거래허가구역 내 농지와 최근 5년(’18~’22년) 이내에 농지취득자격증명 발급 후 취득한 농지, 관외 거주자 취득농지, 공유지분으로 취득한 농지를 집중적으로 조사할 계획이다.

조사를 통해 농지소유자의 실제 농업경영여부를 확인해 무단 휴경, 불법 임대차 등을 적발하고, 농업회사법인의 경우 농지 소유요건 준수(업무집행권자의 3분의 1 이상이 농업인)를 점검한다.

또한, 축사·곤충사육사·버섯재배사 등 농지이용시설의 적정운영여부를 확인해 농지전용허가를 회피할 목적으로 지붕 위 태양광시설을 설치·운영하고 있지는 않은지 면밀히 살펴볼 계획이다.

농지이용실태조사 결과 농지 불법 전용·소유·임대차, 무단휴경 등 농지법 위반행위가 드러나면 청문 절차 등을 거쳐 농지 처분의무 부과와 원상회복 명령 등 행정조치와 함께 고발 조치도 병행할 예정이다.

경기도 농업정책과 관계자는 “농지의 투기적 소유를 방지하고, 본래 목적인 농업 경영에 이용되도록 최선을 다하겠다”라고 말했다.
