시흥시청 육상부는 전복수 감독을 중심으로 2003년 김신애, 육효진 선수와 함께 첫걸음을 내디뎠다. ‘시흥’하면 누구나 ‘소래’를 떠올릴 정도로, 당시 시흥을 대표하는 소래초·중·고등학교 육상부의 활동이 우수했는데, 이는 자연스레 지역 체육 인재 양성을 위한 단초가 돼 공식적인 시흥 육상부 창단과 본격적인 선수 육성으로 이어질 수 있었다.
