[브레이크뉴스경기남부=김정은기자] 경기도가 산하 공공기관을 대상으로 각종 비위행위에 대한 자체 솜방망이 처벌을 막기 위해 인사․감사․징계 규정 개선을 추진한다. 도는 공공기관이 근거 없이 징계처분을 감경할 경우에는 경영평가 점수를 감점할 방침이다.

 

경기도는 공직자로서 공공기관 임직원의 도덕성 및 청렴성 제고를 위해 기관별로 운영 중인 인사·감사·징계 규정 개선을 권고했다고 1일 밝혔다.

 

최근 수년간 각종 감사에서 적발된 비위행위에 대해 상당수 공공기관이 인사(징계)위원회를 통해 면죄부를 주거나 봐주기식 처분을 하는 사례가 잇따르면서다.

 

앞서 도는 지방공기업법, 지방자치단체 출자·출연기관의 운영에 관한 법률, 근로기준법, 지방공무원 징계규칙 등을 토대로 지난 2월부터 산하 26개 공공기관을 대상으로 인사 및 감사분야, 징계기준 등에 대해 실태조사를 벌였다.

 

조사 결과 기관별 규정상의 부적정 항목은 모두 169개로 확인됐으며 분야별로 인사 48개, 감사 35개, 징계기준 86개로 분석됐다.

 

기관별로 보면 2020년 출범한 경기교통공사가 20개로 가장 많았으며 킨텍스 11개, 경기테크노파크 10개, 경기복지재단 9개, 경기신용보증재단·경기도사회서비스원 각각 8개 등의 순이었다.

킨텍스는 2020년 정기종합감사에서 주택구입 지원자금을 용도 외로 사용한 사실이 적발돼 5명(중징계 1명, 경징계 4명)이 징계처분을 받았으나 인사위원회에서 ‘처벌하지 않을 수 있다’라는 조항을 근거로 중징계 1명을 경징계로, 나머지 4명을 불문 경고하는 등 일괄 감경처리했다.
